Can't upload file from my computer to conversations

Not exactly sure when this started but I have not been able to load a file/picture from my computer to the conversations. I can copy a picture off the internet and paste but not from my own computer. But I can copy and past a picture into the forum. So there is a work around but I don't understand why I need one (don't think it was always that way)

You could never upload a photo in forum conversations. Only attach a photo via URL.

Ok why not? I can upload photos in PM, Chat and forum threads. Would seem to be a good feature to have
